My PS 2022 will open but won't let me edit anything. My subscription is active. What's up with that?

I have tried to close and re-open the program and all I get is a circle with a line drawn through and all of the images I open are locked. I have also restarted my desktop and that didn't fix it.

The Windows optoin on this link fixed it. Had to close PS22 with Task Manager the first time I opened it and delted the settings. When I opened it after that, it worked normally.

No. If I try to use any screenshot option, the cursor changes from the circle with a diagonal line through it to the normal cursor. Everything else is a normal PS22 setup showing the image loaded locked.
