Neatening of a dog's hairstyle

I know of using liquidfy but that's too unnatural, especially when the hairstyle is really messy and there's lots of editing to do. Any other ways to go about it? Hit me up

If you want to affect the whole image, you could use the Warp feature under Transform (Edit>Transform>Warp).

Here is a before and after:

Are you trying to shape the whole outline of the dog, or just a part of it's fur?

Hello, no. i am trying to shape a part of the fur. But not necessarily pushing the fur with liquidfy or transform as the fur texture will be all blurry.
