Need help de-bluring License Plate, any help would be appreciated.

Hi there guys,

Today, my car was crashed into by an unknown person. My daughter was able to capture a rough image of the car's license plate.

I do have some skills in Photoshop, would call them intermediate but I think I need the help of Photoshop experts.

If someone can give me a tutorial on how to do so, or could help me make out the letters & numbers of the license plate I would be very grateful.

Any help would be appreciated.
