Hi there,
Sorry that Photoshop is freezing while using Neural filters.
From when is it happening? Do all the preset freezes at 60%? Did you do any troubleshooting from your end? Is there any error message that you see? Please try to update it to Photoshop 23.0.1. and check once, if that doesn't work do the following troubleshooting Go to Preferences > Performance and uncheck Use Graphics Processor and restart Photoshop.
If that helps, you can then update the GPU driver, reboot your computer, then re-enable Use Graphics Processor in the Performance Preferences and
restart Photoshop. Check this article: https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html
Let us know, how it goes.
Thanks,
Ranjisha

Hi Ranjisha, thanks for taking the time to respond to my question.I did go to PS Preferences > Performance > and unchecked the “Use Graphics Processor” box. This does solve my problem and the neural filters are working. However, when I re-enable the“Use Graphics Processor” again the neural filters will not work and the program freezes.I am using the newest version of the Mac operating system “macOS Monterey” version 12.0.1and the latest update to Photoshop ver 23.0.1When the “Graphics Processor Box” is checked and I select Photoshop > Help > “Graphics Processor Compatibly check”the response indicates that my Graphics Processor is compatible….Open GL available√, OpenCL available√, Metal available√and Above required VRAM (1610 MB of 1500 MB required)√Can I just leave the “Use Graphics Processor” box unchecked permanently without effecting any otherfunction in Photoshop?

There are many features in Photoshop that take advantage of the graphic processor, you may have a look at this article to know more about those features: https://helpx.adobe.com/photoshop/kb/photoshop-cc-gpu-card-faq.html
For the Neural Filter issue, you may try reset Photoshop preferences back to defaults and check if that helps. Here's the article for the steps: https://adobe.ly/3ceal5t Also, back up the existing Photoshop preferences if you have any custom brushes, action, and workspace: https://adobe.ly/2vNz6FG
