New Photoshop 2023 won't allow it to be chosen as default app

I recently installed the 2023 update and it's not the default app for images. I go to default apps and try to associate it and it shows "Photoshop.exe" and when you click on it, nothing happens.  I can open 2023 but I can't click on an image file (say jpg for example) and it open in Photoshop 2023.  I have uninstalled and installed the 2023 version.  I even reverted to an earlier version but now this happened on both versions.  Thanks in advance for your help!
