Help!!! After the latest update with Photoshop, I'm no longer able to use the transform feature to scale proportionately am I doing something wrong? Is there a way to keep this active at all times once I get it fixed?

Do you mean when you press Shift, then it's non-proportional?
Used to be non-proportional by default. The default is now proportional (Shift not required). The default can be changed in Preferences.

After the upgrade to 2021, that behaviour has reversed for me. I did verify that the legacy behaviour was not checked in preferences, but it does not resize proportionally any more unless I use the shift key.

No change to 2020 here.
In version 2021:
Legacy Freeform unticked. Shift not pressed. Default is proportional.
Legacy Freeform ticked. Press Shift for proportional.

It is driving me crazy 🙂 I have googled everything and tried everything I can since the day it was installed, but it is definitely reversed again for me, and apparently for the person who reported it. It is probably some odd little thing about our systems, but I hope we can sort out what it is...

Hi John,
I resolved it by accident - there is a link between the W & H in the dialog fields across the top under the menu bar. If the link symbol is unchecked, the drag is non-proportional, if it is checked (or pressed, it is not really a checkbox) it is proportional. Once it is unchecked, it remains that way and the dragging is non-proportional.
I did not uncheck it intentionally. It may have happened in the upgrade, or cooincidentally, I may have done it accidentally on the same day. At least we know the reason why.

Just simply click this button and it will lock it for you in proportional mode as Lynnette suggested.

Nope, I never had to use Shift it was set to scale proportionally every time I opened a new canvas. Now with the latest update, it's not. I try to use Shift to see if it will work and nothing.

I am having the same problem. Since the upgrade to 2021, when I try to transform, I have to use Shift Drag to scale proportionally. I have validated that the "Use Legacy Free Transform" is NOT checked in Preferences. I did note that the "Free Transform" in the Edit menu does not have a check next to it, but after I have tried to resize it does have a check next to it.

Hi Candidly Shanti, I think I have accidentally resolved it. When you drag items in and place elements, or you resize them, there are fields across the top (under the menu bar) where you can enter the X, Y, W, H etc. Between the W and the H there is a link symbol. If that is unchecked, the resizing is not proportional. If it is checked, it is proportional. Somehow, it must have become unchecked and it stays unchecked. I have never unchecked it intentionally, and it happened on the same day the update was installed. Either the installation did it, or I did it at the same time and baffled myself.

Thanks for your response. I tried the option you are referring to and no matter if it's checked or unchecked it doesn't scale proportionally.
It's really weird because I cannot get it to scale proportionally no matter what I try.

Just to make sure, this only appears when you are bringing in an object for the first time, or when you have clicked a corner or side to scale. When it is clicked, it gets the dark edge around it and scales proportionally. When it is not clicked, it is the same colour as the surrounding area and does not scale proportionally. I discovered the behaviour quite by accident and it did resolve my problem, which sounded the same as yours.
I do hope you find a resolution soon!

I know this is an older thread, but here goes. How do you set the lock to always be ON for the width and height aspect to be permanently locked. I can't find a place to change it and it does not stay locked. I have NEVER unlocked it, so I am baffled. If I had a dollar for every hour spent on these small-ish time sucks, I could buy something...not as much as last year, but something! TIA!

It can't be "locked" as such, but you can choose the default behavior. Hold the Shift key to switch to the other behavior:
