New Transform behaviour - too quick to apply?

The new Transform behaviour commits to the action when I don't wish it to.
Now, just a click too far away from the transform controls applies the transformation. I can't find how to change this back to the legacy behaviour.

How do I turn off the new proportional scaling by default behavior while transforming layers?
To revert to the legacy transform behavior, do the following:
Use Notepad (Windows) or a text editor on Mac OS to create a plain text file (.txt).
Type the text below in the text file:
TransformProportionalScale 0
Save the file as "PSUserConfig.txt" to your Photoshop settings folder:
Windows: [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\
macOS: //Users/[User Name]/Library/Preferences/Adobe Photoshop CC 2019 Settings/

No, this isn't the behaviour I was referring to.
In the previous version of PS, you had to press 'Enter' or the 'tick' to commit the transform meaning you could move the layer around anywhere on canvas relative to the mouse (before committing the transform) and then commit (by the above). Meaning I could have a layer off canvas and drag it into view whilst in transform and the layer would not commit until i pressed enter.
Now, if you click anywhere beyond a certain distance from the layer in the canvas (so the icon changes back to cursor) the transform is committed.
