no edit history

In metadata, edit history is checked.  But there is nothing in the metadata panel below DICOM, where I would expect it when viewing a tif.  It isn't anywhere.

Under Photoshop in the File Info dialog:

I guess you are talking about Preferences > History Log > History Log > Metadata checked.

I can see Edit History in Bridge > Metadata panel, which is just below DICOM, is that what are you reporting? Same information is available from File > Info > Photoshop as already explained by @J453  in Photoshop and Bridge.
