No resize or minimise options

When I open a folder, say ,on my desktop, it opens with minimise, resize and close options in the top right-hand corner.  But when I open the same folder in Photoshop, it does not have minimise and resize, only the close option.  anyone having this problem, which only started a couple of days ago?

@James297584244ntz it's always been that way as far as I'm aware, and it's the same for most applications that I use on Windows
