Just noticed when I am editing using the Marquee tool and need to use the Distort or Skew, it doesn't show up when I right click anymore.

Distort/Skew/Warp are not part of using the Rectangular Marquee tool and thus will not appear when right-clicking while using this or other selection tools. These are transform controls and will appear with any selection tool if you right-click a selection, choose Free Transform or Transform Selection, and then right-click again. Note: this will modify the selection boundaries, not the layer content within those boundaries, it will leave those pixels alone.

If you are looking to distort or otherwise change the pixels within your selection, you'll want to use Edit > Free Transform, Edit > Transform > Distort (etc), or Cmd/Ctrl+T. Once in the transform state, a right-click will bring up the transform controls.

I don't know of any time we've done differently, but just to make sure I went back to PS 2019 and see the same thing there.
