The object selection tool creates a colored rectangle over the selection instead of a subject selection no matter how I adjust the options. At times it selects odd pieces of the image from the background. In other words it does not work. Please help…

As a test, you may try to roll back your AMD GPU's drivers to a version from a few months back. Let me know how it goes. Once you roll back, try this:
Reset Photoshop's preferences again & on Windows, the GPU info & Logs location is %APPDATA%\Adobe\CameraRaw. A

Please share screenshots of the outcome when you use the Object selection tool.
Try these suggestions:
Go to the location of the preference folder mentioned below and rename it to backup.
https://helpx.adobe.com/photoshop/using/preferences.html
This will give a fresh start to Photoshop as a fresh install. Let me know how it goes.

Thank you - I selected "Enable 'Deactivate Native Canvas'" - I already had Graphics Processor enabled. And instead of going back to old drivers for AMD I updated them 🙂 Hooray it worked!! All is well. Thank you much for your help!
