Oil Paint Filter on images over 72 PPI ?

I can use the oil paint filter no problem on images that are 72 PPI but when I turn the PPI up to 300 (for clothing print) the oil filter doesn't seem to work? Am I missing something, is there a solution to this? (Windows 10)

Can you give some more details:

• Are you applying the Oil Paint filter to the image at 72 ppi and then enlarging the image to 300 ppi?
• What do you mean it doesn't work? Is it not applying it at all, is it taking a while to apply it, does it not appear the same as it did at the lower resolution?
• Are you applying the filter to a smart object?

When I resize the image to 300 ppi then apply the oil paint filter nothing happens, there is no visible difference. I tried on both rasterized and smart object.

Ok so I am seeing the effect now, I was too zoomed out to see the effect and it is much more subtle at the higher resolution. Sorry for the confusion, thank you for taking the time to respond.
