And what is the Version Number of your "latest version of Ps".?

Did you import images using Nikon Transfer by any chance?

What error message do you see?

The latest version of PS is v24.4.1.449
I did import images via the Nikon transfer cable.
I did not see any error message and it did not let you click anything else
looks like it tried to read it but it takes forever to load.

If you used the Nikon Transfer APP- it can cause corruption of NEF files.

See this old link for more on this topic that might be of interest-

And the tool to fix these corrupted files-

And do you not see Adobe Camera Raw opening up at all?

Do you have the latest version of Camera Raw installed?

Have you tried a reset of the Photoshop Preferences? PHOTOSHOP PREFERENCES RESET

Don't use Nikon Transfer. You don't need it. Just use a card reader and copy the files directly to disk. That's the safe method.
