Is there anywhere I can check OpenCL function? In preferenses maybe? I've been googling for a couple of days and couldn't find anything.

Apple is moving away from OpenCL to its Metal framework. Most apps are being revised to use Metal at this point.

Does that mean that I won't be able to use OpenCL functions (including Oil Paint filter) in Photoshop?

It’s not clear exactly what about OpenCL you want to check. Are you wondering if OpenCL is available on your Mac, or if a Photoshop feature supports it?
To find out what Photoshop sees, in Photoshop choose Help > System Info, click Copy, and paste it into any text editor such as TextEdit that comes with your Mac. (I pasted it into BBEdit below.)
Then search for OpenCL.
On my Mac, Photoshop System Info lists OpenCL twice, part way down, lines 59 and 81.
Although Photoshop is moving away from OpenCL and OpenGL, they are still supported for some things. Oil Paint works in Photoshop 2021 and earlier on my over 2-year-old MacBook Pro running macOS 10.15.7.
