Opening any image in Photoshop results in a giant white screen

I am using a fresh install of WIndows 10. With a fresh install of Adobe Photoshop.

I can open photoshop no problem, but once I try and create a new file or open an existing on, the file appear all white. Even if I make the file 5x5. it takes up the whole window and is all white. If I open an image, it does the same thing.

 

I have tried to uninstall and re-install, the same situation occures.
