when attempting to open a photo in Photoshop on my HP Laptop, details below, the photo appears in the layers tab bottom right, but not in the workspace /desktop: It is a constant Black / White strobe. The desktop /workspace flashes Black and white

Just a heads up @markj34277797 neither of your GPUs meet the recommended minimum requirements for current Photoshop builds. While this solution works for the flickering, you will may still experience more issues related to GPU. Specifically the minimum recommended speed is 2,000 ops/sec and neither of your GPU (UHD 630, GT 710) are above 900. You may want to look at upgrading your graphics cards before continuing to upgrade your Photoshop.

I have a problem with Windows 10 Pro 22H2 and Adobe Photoshop version 24.4.1 20230418.r.449 53a6c60 x64. Photomerge starts up but hangs after opening the first jpg file and gives black and white flashes om the screen. See video file for an example what happens.

I added the Photoshop system information as a MS word file.

Please your advice.

Go to Prefereneces/Technology Preview and check Disable Native Canvas and Older GPU Mode (2016) relaunch Photoshop.

For the Photomerge hangup go to Photoshop Help Menu/System Info and copy/paste details in a reply. Post only once as the system takes time to process the large amount of data.

Try to enable the Older GPU Mode option in Preferences > Technology Previews > Use Older GPU Mode (pre 2016) then go to Preferences > Technology Previews and check Disable Native Canvas > then restart Photoshop.

Apologies for the flashing/strobing you're experiencing when opening files; this tends to affect older graphics cards (GPU) that don't support all of the aspects of DirectX 12. Go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?

Deactivating Native Canvas is the solution for older GPUs that do not support DirectX 12. The other choice is to update your GPU, then you can use Native Canvas.
