Paint bucket not working in my Photoshop 2024

I am not quite sure if I am doing something wrong, but I have uploaded several images to Photoshop 2024 needing a color change. However, I only get the circle with a slash and it does not allow me to do anything. I have been going back into Photoshop 2023 to complete this task. My layers are not locked and I have never encountered this before. Does anyone have any idea what is going on? Any assistance will be greatly appreciated.

What version of macOS are you using?

Please post a screenshot of photoshop including the document, layers panel and Paint Bucket tool options.
