Which iPadOS version are you running?
The Photoshop / Fresco app version you have installed.
A screenshot of your Brush Settings panel in the app.
A screenshot of your Apple Pencil settings under iPad System Settings.
These details will help us narrow down whether this is a settings issue or something app-specific.
