Pen Tool Not Working Correctly

I have been having problems with the pen tool not working since the prior update. When I first select it, it shows up as with an Asterisk. It will not allow me to select new points I can only pull and drag which makes these round circles. I have a picture below that may help. My caps locks are off and I've tried to select and unselect the current tool only box as well.

If you go to Preferences > Performance... is the graphics card detected and "Enable Graphics Processor" checked?

No it is blacked out.
