I've done well with figuring out a lot of bells and whistles on Photoshop but stuck on how to replicate this dulled effect. When I replicate the paint color and paint it it doesn't appear the same even after playing with some of the filters. Must be something I'm missing. Any assistance would be great.

It looks like a solid color fill layer was added and the opacity was lowered. The blend if sliders might have been used to keep the blacks black, or a blend mode such as multiply might have been used.
It could also have been done using a gradient map.

A Hue/Saturation adjustment with the Colorize box checked would also do this. Change the color to yellow and pull down the saturation a bit.

what is the "dulled effect"? the skin color?

Photoshop can be frustrating for beginners. Some things I've done really well figuring out but the more advanced options I end up watching YouTube tutorials which sometimes doesn't help.
