Photoshop 2017 want upgrade or no?

Hello my photo shop says it's 2017. I am being charged $9.99 a month and I'm wondering for what? For some reason I cannot upgrade from 2017. Can I use Photoshop without this subscription that doesn't seem to do anything? Please let me know. Thanks

Do you have the Creative Cloud app installed and have you manually checked for updates
