Photoshop 2021 keeps freezing while having a lot of resources on Windows 10

I have top-end PC, with way more resources than should be needed, yet still my photoshop keeps freezing on the most basic tasks. Freeze above was caused by dragging layer in 40x40 pixel file. They last around 10-30 seconds, and they are very frequent. As you can see on the image, photoshop is barely using any resources.

I tried various suggestions from the internet. Enabling / disabling hardware support. Changing Memory usage (now it's around 35GB). Nothing helps. I remember many years ago using photoshop on a waaay weakre machine was a breeze, compared to now. I would be greatfull for any help with that.
