It's 2023,
Is this issue being addressed properly?
Seems I have to research how to fix it with every update.
just downgraded from latest 2023 update to 22.2
because I don't want to deal with it anymore
Is the problem my Mac?
running:

I am currently on the latest update for photoshop. 24.7
When I last posted up above I downgraded to 22.2
And followed the options given in the link you provided.
It didn’t seem to make any difference.
But. I found if I simply flattened my psd file, then save as a PDF.
I was able to save the PDF, I just had to be careful not to save the PSD
In its flattened state or lose it. So…”Don’t save changes to PSD.”
After working with 22.2 for a bit, I went ahead and updated when the 24.5 was offered.
And have not experienced the issue since then. And have been regularly updating as they come.
I've been doing regular updates and a few days ago I updated to 24.7 when it was offered.
I’ve been working on PSD’s and saving as layer-less pdf’s without any problem.
Lickety split.
In fact I worked on 3 files this morning without any issues, then on the 4th file,
Not really any different from the previous 3, the saving problem has appeared again.
I checked full access, looked at the suggested link again, everything in place.
But it still isn’t working.
So I am back to flattening my files before saving as PDF, which works.
I just have to make sure I don’t save the PSD in its flattened state. Which is a bit nerve wracking.
So that’s my observation. And that’s my work around.
It seems to happen without any rhyme or reason.
I guess I don’t have a question. Just a work around.
