Photoshop 2024 Color Picker will not sample outside of Active Document

Photoshop nor Illustrator 2024 Color Picker will not sample outside of Active Document.
We use to be able to select eye dropper and hold option key while dragging off the acitve document, to select a color from anywhere.  Now when dragging the eye dropper off the document, it just shifts your window view and does not allow you to use off document color picker.  This is very frustrating!  

 

Please fix asap... please!   Thanks!
