Photoshop 22 does not access neural filters - gets stuck in the "spinning circle mode"

MacOS 10.14.6  , Photoshop 22.
Just (October 21 2020, evening, US Pacific) installed Photoshop 22 via CreativeCloudApp.

Launched it for the first time, was able to successfully download a neural filter for colorizing old photos and colorized one of them. 
Opened another old photo;  clicked on the "Neural filters .." now it just opens a side panel and spins the wheel (circle forever). Photoshop itself is hung, have to do CMD-W to break the hang. Cannot see the filter list / filter panle AT ALL.
(needles to say that I have restarted Photoshop gazilion times) See the attached screenshot:

 

Tried removing / cleaning removing the flter plugin directory as it has been suggested in another thread:

 

cd ./Application\ Support/Adobe/UXP/PluginsStorage/PHSP/22/Internal/com.adobe.nfp.gallery
rm -rf PluginData

 

Start Photoshop, the same result. The PluginData/  catalog gets recreated immediately, has some data in it :

The above listings were done about 5 mins apart, apparently nothing gets added / downloaded while Photoshop continues spining the circle as shown on the screenshot.
The content os the PluginData/ :

So apparently some filter got downloaded but they are not accessible either. 

I know at least three other persons who have exactly the same issue .

It feels like a major bug to me -  the guys at Adobe have some serious issues to solve and fix.

The product is definitely not ready for prime time.

Please let us all  know when it is fixed.

Ok, I found the way to solve my problem, may help you too.
You need to make sure that your image is in the RGB mode BEFORE trying to access the Neural filters.  
Wierd bug, hopefull they will fix it soon.

I can see the Neural Filters, but when I click the download button, it shows it is downloading but after completing this process, again it says to download. I have re-install Photoshop so many times but end result is the same. Now, I have frustrated to do it again and again. Please help.

Actually, the problem is not that filters not working. The problem is filters are not downloading. check the screenshot below. 01.png is when i am downloading the filter and 02.png after downloading01.png02.png

I see. I don't have this problem, never had - sorry.
I presume you have gone through motions of clearing the filter plugin directory ?

The answer is correct, please type "Edit System Environment Veriables" in the desktop startup search bar. 
From the 'Advanced' menu click Environment veriable.
Create a new folder in C: and name it TEMP.
Assign the shortcut for this folder as the shortcut for the Temp and TMP tabs in the Environment Veriables menu.
Start the Adobe Program and click on the new page.
Choose RGB color mode and 16-bit options.
After you have created this layout, when you enter neural filters, the download will start.
