Just installed PS 23.0 on Windows 10 Pro. The About Photoshop modal window is not drawing onscreen. However, the modal window is active, because most app menus are deactivated. Pressing Tab dismisses the invisible About window.
Yes in older versions and the splash screen draws correctly. I'm going to reset prefs and then uninstall/reinstall if these odd problems keep happening.
Reproduced on a second computer, also Windows 10 Pro and also unsupported GPU. We literally don't have a computer available that is current enough. :gah: Also reproduced after uninstall/reinstall and after resetting prefs, and after removing PS 22.5.
Not an important issue, only reported for completeness.
