Try enabling this option in preferences and restarting Photoshop to see if it helps

We believe this might be an issue related to the Camera Raw plugin (which does get involved when opening jpeg images), that was fixed in an update subsequent to posting. Please update Photoshop and Camera Raw, and let us know if you continue to have these issues.
