Photoshop 23 3rd party apps now under Filters tab

I migrated my plugins to 23 and they are accesable under the Filters tab now not the Plugins tab. It appears the Plugins tab is for Cloud plugins.

They all work.

That is correct. Traditional plug-ins show up under "Filters" and extension plugins show up under "Plugins."
