Photoshop 23.4.1 won't launch on Windows 11

I've turned my machine off and back on and also uninstalled and reinstalled Photoshop but the program won't launch.  Task manager shows it running as a background process with a Very High power usage but I'm not seeing it.  I'm on Windows 11.

We're sorry about the trouble with Photoshop. Please try launching Photoshop as Administrator by right clicking on the application icon & selecting the option to Run As Administrator. If it helps, check out: https://helpx.adobe.com/photoshop/kb/required-permissions-photoshop-cs5-windows.html

 

You can also try to reset the preferences of Photoshop using the steps mentioned here: https://helpx.adobe.com/photoshop/using/preferences.html#reset_preferences

Please backup your settings prior to resetting the preferences. You can check: https://helpx.adobe.com/photoshop/using/preferences.html#BackupPhotoshoppreferences

LATEST

After uninstalling Photoshop and reinstalling it I am able to open the program if I run it as Administrator.  When I try to open it otherwise it never opens.  Is there a fix for this or will I have to always open it this way?
