Photoshop does this annoying flickering glitch when zooming and panning bigger images. More pronounced in fullscreen mode. Task manager monitor doesn't show big CPU, GPU, SSD, and RAM utilization spikes. Illustrator works fine with the same image pan and zoom.

Nvidia Studio Driver 517.40 (same with the latest Game Ready drivers)
Windows 10 64-bit
I7-7700K, 64GB RAM (36.5GB free)
GeForce RTX 3090 24GB (20GB free)
System/scratch, and work files on M2 SSDs.
2x monitors 4K and 1080.
Recently made a clean system reinstall on new SSD. PC restart doesn't help.

Same problem here with any version newer than 23.4.2. Win 11 (22H2), RTX 3080, latest NVIDIA drivers. I tried rolling back quite a few versions, but it still exists, so it is definately an issue introduced in 23.5 and later. I also tried the recently released version 24, but same thing. Really glad I pay for all these new features that I can't use because I'm stuck on an old verison.
