Photoshop 24.6.0 can't open files or close the program

I upgraded Photoshop to 24.6.0. Now, I can't open files whether by double-clicking or through File > Open. Nor can I close Photoshop without using CTRL+ALT+DEL. "Could not complete your request because of a program error." when I try to open files or close Photoshop.

I tried downgrading to an old version, and restarted many times, but now that's happening any time I try to open a file or close the program, in both the latest and previous version.

I did all the steps suggested here (https://helpx.adobe.com/photoshop/kb/program-error-opening-psd.html?trackingid=C12Y2WS7&mv=in-produc...), and ran the diagnostic:

Photoshop Error information
Code: -1
Text: because of a program error
Message: Could not complete your request because of a program error.
Stack:

Really angering, I can't get any work down now and Adobe doesn't offer customer support.

I have the same problem, tried all solutions recommended by Adobe and ran diagnostics. Nothing helps. I see lots more people have the same problem.

I have been having the same problem! I have contacted support 5 times now, and they all take over my computer, mess around with some settings, make sure my drivers are up to date etc - it works for a little while and then BOOM, it happens again!

I am unbelievingly frustrated with this issue and don't know what to do at this point!

All other Adobe apps seem to be working fine (I use Illustrator, Premier Pro, Xd, Acrobat, Lightroom)
