Hello, community,
"Could not complete your request because of a program error."
This is a quick message to report that Photoshop 25.0 only worked the day of its installation, when restarting the computer this morning, it won't open any files I created yesterday (TIF, PSD, JPG). There seem to be no clear answers to that issue, aside from downgrading to the previous version, which I am doing now (24.7.1). I have done no updates or anything special to my computer in between.

System: Windows 11 Pro, 22H2, Intel(R) Core(TM) i7-10850H CPU @ 2.70GHz 2.71 GHz.
Not sure if this is a Windows bug...
Thanks!
Let's make sure we're in a default state and there are no stale settings somewhere:
Restore your preferences using this manual method:
https://helpx.adobe.com/photoshop/using/preferences.html#Manually
Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Hello @CoryShubert and @kevin stohlmeyer
Thanks for your quick and precise answers, I will reply to you both in this message.
@CoryShubert
That seems to be the solution indeed, I have reinstalled photoshop making sure not to import the previous settings and deleting the old version, which seems to work for now. I have also manually deleted the old setting folders from the previous versions to make sure there are no conflicts. Lucky me, I do not use that many settings with Photoshop, but that can be quit a tedious process to remake everything...
@kevin stohlmeyer
No I do not have a Dropbox sync installed.
Thanks!
