I have Photoshop 2024. I did get the screen saying the "Intel 46 GPU was outdated". I just clicked ok and went past the error notice. Everything was ok until I updated to v25.1. Then it wasn't ok anymore. On launch it would crash. I loaded the preferences to a folder on the desktop. Then I copied them back again.
After that Photoshop would not start. On attempting to start I got "file not found" errors. I found files of the same name in Adobe Bridge. The last file I had to download from dillme.com. After copying and installing that .dll file Photoshop would show the splash screen and stop. A cmd file would run but it was too fast to read but no text file could be found.
Are there permissions that I needed to apply. I'll have a look and try and find the file names.
I had this error, and it seemed nothing I could could do this end helped. Then, as I was about to abandon hope I looked at the latest update, which was 25.2. After installing, all the missing startup warnings came back and its performing as I remembered it.
This what I did in my installation, and it may not work in your situation.

@gregn97071148 what exact GPU do you have in that system and does it meet Photoshop's system requirements

For the installation issue, try uninstalling and reinstalling using the Adobe cleaner tool

@gregn97071148 a lot depends on your budget and what your system board and PSU can can take
The HD Graphics 4600 only has a feature level of 11.0 and Photoshop requires a GPU with a feature level of 12 and above
