Photoshop AI error: “The issue is general”

Hello Adobe team,

When I try to use Photoshop’s AI features (such as Generative Fill or Neural Filters), I receive the message “The issue is general” and the tools do not work.

I have already tried:
- Restarting Photoshop and my PC
- Updating Photoshop and Creative Cloud
- Signing out and back in to Creative Cloud

The problem persists. Please advise how to fix this.

OS: Windows 11 64-bit
Photoshop version: 26.7 (or your version)
