I've been wondering what's causing this and narrowed it down to Photoshop, because it only happens in directories viewed by it:
It seems when the directory is first opened by Photoshop (Open/Save as dialog, directories created in the process, possibly new thumbs generated) then catalogs get that ugly black background.
Have you tried clearing the windows thumbnail cache, unchecking the Read only attribute on
the folder or Restoring the default folder icon?

I know how to fix the thumbs. I just wish I didn't have to do that every time 😕
Although I'm not so sure it's Photoshop's doing anymore. These black bakgrounds started to show up even for folders with images not related to my work with Photoshop or any other Adobe product. Looks like thumbnail generator is simply broken on Win 10.
