Photoshop - BUG photoshop or PC?

Good afternoon

My Photoshop since previous versions after 2019, sometimes when I open the tab, to move the screen, with a few quick movements, sometimes I add the mouse icons and keep the windows arrow, as if it had locked up, and this happens I have that I close the photo and open it again to return to normal, and there's time to save the photo before closing, but it's a bug that's been happening to me, can anyone help?

Go to Preferences > Tools... and uncheck "Enable Flick Panning" off. Does the problem go away?

the problem has been solved but now it started to give a bug after it exited Camera Raw, sometimes when the PS exited it doesn't do any more, the only thing I can save the photo and I have to close photoshop and open it again to return to normal.
