Mac OS 10.12.5, Photoshop CC 2017 18.1.1, Enterprise license. User launches Photoshop, sets preferences, closes Photoshop. Upon re-launching Photoshop user gets the create new document dialog, cancel or create new document, go to Photoshop CC menu, Preferences, menu greyed out. Seems like the user preferences are no longer readable by Photoshop. Two solutions:
Quit Photoshop, delete ~/Library/Preferences/Adobe Photoshop CC 2017 Settings/Adobe Photoshop CC 2017 Prefs.psp or chown file. Not ideal since we have student users who need preferences set for proper behavior in class and we have a plugin which saves the license in the prefs file. No users are admin, all authenticate using Active Directory.

Please make sure that Adobe Photoshop CC 2017 Settings folder has full read & write permissions.

Permissions on the user home directory are correct.

Please check the permissions on the system directory aswell.
