Photoshop CC 2018 Eyedropper tool is stuck on Color Sampler Tool

This problem just started yesterday, whether using the shortcut, holding the Alt the key, or even pressing 'I', the eyedropper standard tool isn't working and is defaulting to the 'Color Sampler Tool.' Its making all those points to keep track of multiple color, but that's not what I need, I just want to use the simple default eyedropper. Does anyone has a solution to this?

I have already reset my tool presets, reset painting workspace, uninstalled photoshop, held down shift when restarting photoshop (just making sure 3 party plugins wasn't the issue).

I'm really at a loss, any suggesting would be super appreciated!

My color picker dialog slipped off screen somehow, and I I just did a (Windows key  + arrow button) to move it back on screen.
