I just installed the new version of Photoshop 2023, extension legacy is not longer available. I have luminosity plug-ins that I need that are no longer available to me. They are ADP and Mono FX. I am working on a Mac Studio computer. I would appreciate any help to resolve this issue.

I believe you need to run photoshop using Rosetta by going to
Applications/Adobe Photoshop 2023
right clicking on the
Adobe Photoshop 2023.app
then Get Info, check Open using Rosetta

What if open using Rosetta does not appear? I tried this and it worked with the last version 2022 but it doesn't show with this new version.

Be sure your right clicking on the Adobe Photoshop 2023.app in
Applications/Adobe Photoshop 2023?
Can you post a screenshot of the Get Info dialog?

I'm having the exact same issue. I'm on a 2019 MacPro tower running Big Sur. I just installed Photoshop 2023 and did the right click on the actual app icon and Get Info and under the General section there is no option to "open using Rosetta". Nex to Kind my version says application universal. As a professional illustrator I've been using an absolutely indispensable extension called Brush Box which I cannot use. Previous psd versions allowed for extensions to be loaded.
Any ideas are greatly appreciated.

A 2019 Mac Pro is an Intel Processor Mac, so there won't be an Open using Rosetta, which only applies to Apple Silicon Processor Macs.
In Photoshop>Preferences>Plugins do you have Load Extension Panels checked?
