Photoshop CC shortcuts not working when the language is Arabic

Photoshop keyboard shortcuts do not work when the language is Arabic, but if the language is English, the shortcuts work properly.

If you go to the edit menu you can change the Shortcuts settings

I am using Windows 10 and Photoshop version 2121
Previously it worked great with both Arabic and English languages.

I'm on Mac, this issue is an erratic behaviour in Photoshop in all current and old versions, so currently it works for me if the keyboard input Language is Arabic, while I used to suffer before!! Can't figure it out myself.
