Photoshop Changing My Keyboard Keys

Hi, whenever I edit a photo or something, Photoshop changes my keyboard and mouse keys completely. For example, the Windows key does not work. None of the shortcuts work. When I click on a tool, the actual tool is not selected, but it just changes the tool variation. I can't click on any layer. When I do, it clips to the bottom layer. When I draw a rectangle or any shape, it moves the mouse to the opposite side.

All this is fixed when I remove my keyboard wire or the mouse adapter. I'm using a Win 10 desktop computer, Logitech MX mouse, and Logitech mechanical keyboard.

Lastly, this one always happens: I can't press backspace the first time I use any of the lasso tools. I have to press the windows key, which eliminates the whole process, and I have to start again.

Anyone else with this issue?

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Hi @madhsudhan since removing the Logitech peripherals resolves, the issue points to those. Have you checked for updated drivers?

Thanks, Kevin, for responding. I have. Both keyboard and mouse drivers are updated. I'm not sure what happens when I use Photoshop. The mouse has custom keys for Photoshop. However, I have custom keys for Premiere Pro and Chrome, and I don't have this issue while using those two programs.

OK, so I have found the issue, but I don't know why it's been triggered. For some reason, the ALT key function gets enabled even though the key is not pressed. This is why Photoshop clips the layer when I click on it and changes the tool without selecting it when I click on a tool.
