Photoshop completely breaks whenever i try to drag & drop an image or open a save

So i've been using Photoshop on Windows for about 2 years now. Today i tried to open up photoshop but everytime i try & open something, the application completely breaks (see example video below). I don't even know how to describe how it breaks. I've tried everything i can think of from restarting my computer, deleting Photoshop, reinstalling an older version, restoring to default setting.

 

I really don't know what to do or how to fix it, so i've come here for any support / advice.

Hi

Try enabling this option in preferences and restarting Photoshop to see if it helps
