Photoshop Crashing on SPLASH - Initializing tools

Randomly this morning I started up Photoshop as I do most days and it crashed. Tried several times and each time crashed on SPLASH Screen - Initilizing tools. I update to the latest version, same issue. I downgraded to a previous version, same issue. I can't send my crash logs as when the crash log screen starts up it also crashes... 😞 please help.

Oh also, forgot to mention, I have tried the CTRL-ALT-SHIFT etc. on startup to disbale addons/plugins. No joy I am afraid.

Try deleting the preferences file from this location

C:\Users\User Name\AppData\Roaming\Adobe\Adobe Photoshop 2022\Adobe Photoshop 2022 Settings

Alas I do not have this, I think because it is crashing on a new install (I uinstalled/reinstalled) nothing has initialised as it crashes at the startup.

Hello again, unfortunatleyu this has not resolved the issue. Completeley removed all Adobe products using the tool hoping a fresh start would help. Reinstalled Photosopshop and now joy. It would appear to be the only app I have that does not work. Any more ideas?
