I would like to ask if I can still use my perpetual version of Photoshop CS4 Extended edition  bought legally e registered with Adobe, according to Adobe 2019 email :"Changes to Creative Cloud Download Availability and Usage"?

You will be fine, the article is only related to Creative Cloud apps which does not apply to you as CS4 and CS5 was never part of the Creative Cloud

Activation servers for CS2, 3 and 4 have been shutdown, more info

https://helpx.adobe.com/creative-suite.html

So if it's not already installed and activated you're out of luck

Thank you for the kind reply, I have the photoshop Cs4 installed and activated on my old computer.

 

May I ask if Adobe allow me to continue use it according to their 2019 email :"Changes to Creative Cloud Download Availability and Usage".
