Photoshop dialog box not showing fully

My windows dialog boxes are not showing the full box so I can't make selections in them or enter values.  Any idea how to fix?  I am using a 4K laptop with a 2nd 4K monitor which is new and may be related to this which seems to have started about the time I added the new monitor.  My settings are: scaling- 250%, (recommended) and  resolution - 3840x2160 (recommended.)

Did you restart the system after the scaling change?
