photoshop does not display all of the layers in all locations at 100% zoom

I'm having an issue on 2 of my M1 macbook pro's where Photoshop has a bug when turning on and off layer visibility for folders.  

 

One mac runs Mac OS 12.6.5, and the other has the most up to date version of the OS.  They are both running Photoshop 24.7.0, though I've had this issue intermittently for years...

 

Large squares of the display will update as I turn the eyeball on and off, but large square sections also will not update as I toggle the eyeball.  And sometimes they become out of sync, where quarters of the screen will be on and then I click the eyeball and the opposing quarters turn on - the original quarters turn off.  

 

Zooming fixes the issue, and the issue is most likely to happen at 100% zoom

 

 

In the attached video, it appears that the problem goes away after a second, but that is rearely the case.  It often persisits until you zoom in or out.
