I recently purchased the photography plan, and have installed Photoshop and Lightroom. Lightroom has opened and worked properly but Photoshop is only showing up in the task manager as a backround task. I have tried uninstalling it and reinstalling it (Photoshop and Adobe Creative Cloud), running as administrator, and switching it to an older version. Also am using it on Windows and meet the recommended system requirements to run it.
Try uninstalling and installing the previous version of PS.

I have Windows 10 on 64 bit, 32gbs of ram total roughly 24 gbs of available, 60 gbs available in ssd, about a terabyte of available space on hardrive, an nvidia 1080ti with 10-11 gbs, and an intel core i7-7700k

I just updated my computer and I did not know it needed updating since it didn't show up on my taskbar so I assumed that it was up to date. It now lets me open photoshop after the update. Thank you for your help though.
