Hello. I got an action file from my friend but there is a place I need to change. How can I change the width and height values here to 100%?
Officially, you need to re-record that step and delete the original step.
Unofficially, there is a script in xtools which allows one to save the action as an XML file, edit the XML file and convert back to an action.
You can try this: select Transform selection step (with selection active) then go to Actions panel menu and choose Record Again. Change W or H value in the Options bar to 100% and confirm using checkmark in the Options bar.

I suspect the error is yours. Read the step well: Transform Selection.
I have personally never used Record Again. I uncheck the one I want to replace and start recording a new one from one step before.
All this time could be well spent watching a few tuts on actions — It's not rocket science.
I think I've learned most about actions from a Deke McClelland course some 20 years ago. It was a 2-hour course, IIRC. You can get far with a 15-minute course and a good brain too.

Do you have document with active selection when trying to use Record Again?
Some you can simply double-click and change, like Fit Image. That's the first thing I might try.
BTW, I wouldn't mess with that. It's an important setting. It's to increase your chances the whole image is included, as Select Subject can and does miss things, and you will then crop off parts (and shadows) from it. Therefore we make the selection larger before we crop to that selection.
If you want to set it to 100%, it's the same as checking off that step (100% = the Select Subject selection). You *will* lose parts of the image many times.
You have to Ctrl-doubleclick through an action step by step to understand it better.
See how it's missing part of the bag? If such a part is on a furthest edge of your selection, the crop (to selection) will remove the part inside the rectangle....
