What's up with not using PDF?

As we have pointed out many times here, Photoshop is the wrong tool for this. Photoshop is a pixel-based raster editor. The vector tools are mainly aids for making raster masks, not intended for output.
Do this in Illustrator. If Photoshop is all you have and you have to get this done, save as PDF, or Export to SVG. That should maintain text as vector, but note that it may be outlined and no longer editable.

The question here is not that which software should you use. the question here is why it is not working? bcz in the previous version, when i saved the photoshop file in the eps, it is saved as a layer by layer elements with the text as outlined. but in the new version, it is not giving me the option to include vector data.
we all know the photoshop is a rastor editor. but what if we want a particular file to open in a illustrator. that is why the save as option to EPS are given in the photoshop. and it is well wroking in the previous version but why it is not working in the current version.
when i save the file as eps, it isaved as a eps, but when you open it in the illustrator, it is just a jpeg image in the file.
so, why is it happening? i just want a solution to the problem. OR there is any photoshop setting to enabled it?

Are you saving the eps without checking »Include Vector Data«?
If so then the solution would seem to be checking it if you want or need vector output.
