You can try using Photoshop Web (https://adobe.ly/3WkhVFm) on an alternate device & internet network to rule out it is a network issue.

Whenever you will solve this problem, the monthly payment level is not able to work. Adobe is not fair.

I didn't see that it would work. And of course it is a problem with Adobe because you should do something That is not to blame the user.

How confident are you of that assessment? (By which I am not claiming that you are wrong.)
Even if you try using Photoshop Web or Firefly that would still be subject to any bottlenecks etc. that affect your network.
